Most of not every fight is going to take place away from range where the engineer can easily get ammo packs.

The widowmaker is a shotgun that is used for practise aim, fail = lose metal, hit = gain metal.
In comparison to stock, it's far riskier than stock. You could lose all of your metal missing, either getting yourself killed or wasting your time. You could fight with a full metal supply, but wouldn't that be better used on buildings?
Yeah, but if you miss like one or two shots then you're done. It's a fine risk/reward weapon.
