Strange disguise kit?
Engie got a strange construction PDA so why can't spy have a strange disguise kit?

First problem would be figuring out what exactly it would track, and I don't think tracking the number of times you've disguised is useful information

Number of kills while disguised maybe.
This is probably the best choice. Also an automatic Strange Part for healing by enemy Medics.
