And if you think weapons matter, Gordon still wins. Heavy might be a good super-heavyweight, with high input lag and even higher damage, Freeman uses more UNIQUE weapons. There's a difference between the Pistol and Magnum. The Crowbar and Stunstick are the closest weapons to each other, but the stunstick's electricity can be used to indicate a sweet spot, while the crowbar could have a Marth-esque tipper.
For comparison:
Gordon's Recovery? Take out the Rocket Launcher and guide it around like PK Thunder, launching you or the rocket into enemies at the expense of self-damage (not too high, maybe only 2-5%.)
His Final smash? Your Gravity Gun transforms into the Super Gravity Gun, and you drag all enemies within your path and YEET them in a direction.
Heavy's Recovery? Summon an Jetpack Pyro (out of nowhere) and Pyro uses his Thermal Thruster.
Heavy's Final Smash? Low hanging from of Übercharge.
See a difference? Gordon has many weapons and options that make him is much easier to envision as a fighter. Heavy has little-to-none versatility, relying on the other classes' signature moves.
