Improving rocket aim is also a two-step process: learn how your rockets work (speed, radius) then practice leading shots against opponents. There is no real secret or tip to be given, just get a feel for rockets and practice away.

Do you have any suggestions for jump maps
For starters, those are good.
jump_4starters - Course A B C, last one is optional if you really want to cram up your techs
jump_beef - very simple beginner map, known almost everywhere
jump_academy - wall course, don't bother too much with pogo and sync course
Decent overall maps:
jump_competitive - map with practical map jumps (process, snakewater, gullywash, etc)
jump_home - nice, not too hard, a lot of jumps to go through.
