Yes people do get pissed off most of the time when they lose a casual match. We've all seen it hundreds of times now, where entire servers get emptied out from one team the moment a phase or map is over with. Hell there are matches where I've seen my entire team have k/d below 1.0 which leaves me so demoralized I just queue for another server. However this doesn't mean everyone suddenly wants rigorous comp like restrictions set in place.

The best way to address class stacking is with a proper tutorial and limit how effective certain stacks are.
Engies, for example, should have their repair/upgrade functions cut in half for fixing their teammate's buildings, which limits how effective Engy nests are. Sniper, Spy, and Medic already limiting themselves in larger groups since they lack offensive/defensive power by themselves. Heavy stacks are a bigger problem on Payload than anything, so removing or lessening the ability to gain minigun ammo from the cart would limit how useful they are there.
