Report a translation problem
1. Install a cursor lock program
Not much more to say about it, it locks your cursor in the middle, could fix your problem.

2. halve your mouse DPI and double your ingame sensitivity
Pretty much a make shift solution but it works.
They're not golden solutions but it's quite an unusual problem you have there.
EDIT: I've found a third solution as alternative
3. Turn it into no border / Try changing the resolution
Increase the window resolution. What I(and many others) do is play tf2 fullscreen windowed noborders, you can set it in launch options by right-clicking tf2>properties>launch options:
-dxlevel 98 -sw -noborder -w (WIDTH) -h (HEIGHT) -console -novid -useforcedmparms -noforcemaccel -noforcemspd
Runs tf2 in windowed, you can alt+tab/change windows instantly. You still drop frames because it's in windowed.
P.s.
It says in the fullscreen until I press a key on my keyboard.
