According to the TF2 Wiki, one of the Salvaged crates (Series #50) has a chance of getting the Strange Construction PDA. Unfortunately, that crate has long retired back in 2013.

You can find one on the SCM for just over 30 dollars, not that expensive unless you're looking at the killstreaked ones

I only bought one because I liked that it tracks healing done and teammates teleported. The kills done I ignore though since it's kind of deluded between all my wrenches IMO.
