Can I increase chances of getting the hundkopf?

So I've done the halloween event for three different years (2018 included) and one of my favorite halloween hats has to be the hundkopf. Yet I haven't gotten the hat at all... I would buy one from the community market except that they're all over $100 bloody dollars. I'm still hopeful that I can nag one this year, but I just want to know if there's any way of making getting it more likely?

Just grind contracts and use excess unwanted hats to transmute in hopes to get what you want

I've done that as well... I just haven't figured out how to do it this time around >.<

all Halloween Package items have the same drop rate, excluding Haunted Items

If you're still interested in it, it is actually available for cheaper, just not a strange version. Still expensive, but not £100 expensive, just under half that price.
I'm gonna be getting it now I found it, just gotta build up some money to do so.

You could always try the good old “cancer tech” that works most of the time when your trying to get expensive items for free
