alternative - join only competitive and maybe valve will take a more serious look at tf2 cheaters.

players are free to cause choas. if this was csgo prime membership, every customer would be asked to provide a phone number. All of your accounts tied to that number will be tracked and if your a bad player or worse a cheater, your matchmaking experiance will be hell. But if your good, it will be pleasant.
that isnt a cure all for csgo or tf2 but reducing the blast radius of bad players and worse is effective.
cheaters can be sued, but it's not illegal.
if valve does detect a cheat it can take months or weeks of them trying to catch as many cheaters as possible before they push out a VAC wave
