Why is the Scoped Spartan not paintable?
If the Scoped Spartan (The cape for snoipah) were paintable, we could pair it with the Desert Marauder and have a hooded cape. How do we go about making it paintable?

unlikely they'd allow it to be paintable
letting you paint it weird colors would mess with visual readability
upper torso is left team color on most cosmetics for that reason
