How to get Sticky Jumper?

Is the thing a milestone reward or is a random drop? I must know and (if so) how do I complete the milestone quickly? Thank you

Well, no, theres no milestone (achievement) rewarding the Sticky Jumper, but you can craft it, trade it, or wait till it drops.

You can obtain the Sticky Jumper via random drops, crafting, trading or using a Chremistry Set to get a Collector's Sticky Jumper. However, it requires 200 Sticky Jumpers in order to make a Collector's Sticky Jumper.

There is no achievement milestone for the Sticky Jumper.
