Scout has one of the best hitscan primaries in the game that deals up to 105 damage per shot at close range, and has the mobility to actually make use of it. He is one of the strongest classes in the game even without stun mechanics or inconsistent long distance 150 damage projectiles.
Absolutely not, the distance required to make use of this combo made it wildly inconsistent to the point that you're chucking two projectiles and hoping that your opponent walks into them, which takes away any claim to skill it might have had. On top of that, there was absolutely zero risk to using the combo - most weapons suffer falloff at range while these did not. If you missed, you just went back to playing scout as normal.

I think the nerf is justified.
