Simpsons reference

So, I recently noticed something about the C.A.P.P.E.R. In the Simpsons, in a particular episode, someone in an office pulls out a gun and shoots it at the floor, creating a hole. The important thing is how the gun looks. It looks just like the C.A.P.P.E.R. Is the C.A.P.P.E.R by any chance a Simpsons reference?

If anything I'd guess that it was just a reference the Simpsons used that was based off another piece of media.
