Level 100 items are just normal, some people (including me) are buying them just because of their "unusual" level #.
i.e. The kazotzy kick from a raffle in my bp
Level 1 is more unusual then Level 100.
Very rarely there’s a person collecting certain levels because they like that number, but usually they collect craft numbers.
Although certain levels are more appealing to get. Meaning if you saw 3 sellers on bptf for a hat at the same price, you may intentionally pick the number you want.
But for the most part they don’t add any value
I used to collect level 0-100 blighted beaks but gave up and sold them all
