The Blutsauger contradicts Medic's role as a support class, jumping right into combat is the exact opposite of what he should be doing. The risk is highly skewed over the reward with the class' fragility and the weapon's laughable gains.
But even if you were to successfully utilize the needle guns their combative purpose is made obsolete by the Crossbow's reliable projectile. Shooting 40 piddly needles and less than half of them even hit, or a single arrow that shoots fast and relatively straight? The ease of use between them is night and day.
As much as I love the weapon the Crossbow needs a nerf and the needle guns a combat buff, a stronger utility use or both.

might use the crossbow, since it can heal fast, outside of my kritzkrieg's range, and it's somewhat useful taking down defending snipers or sentrys in the open
but still doesn't the slow firing crossbow mean it's basically impossible to counter a pyro chasing me

From many hours of combat experience I can tell you that the Blutsauger is a perfect tool that improves survivability and both defensive and offensive potential, where the Medic can fend off enemies harassing them.
The Crusader's Crossbow is almost a pure support weapon with decent offensive capabilities, but will leave you hanging when it comes to defending yourself. The damage ramp-up makes it a perfect weapon for long range harassment, but unless the enemy is in melee range, your DPS is just too low to fend off any enemies.
So, in conclusion, both weapons have their own set of uses in their own situations, making one superior to the other in their own way.
so here is this simpler version of what i said:
medi gun, ubersaw and crossbow= great teammates
kritzkrieg, amputator and crossbow= good teammates
stock exept the blutsauger= bad teammates
