This will reset your game back to default this is good win your config is screwed up and you cant delete them keep coming back.
Delete config.cfg and remove custom files if you have them and Verify Steam Cache and disable steam cloud leave disable for 24 hr this will reset you game setting to default.

Okay, here is what you need to do restore tf2 to it's default settings:
disable tf2 syncing with the steam cloud
delete the "cfg" folder in the /tf directory
remove anything in the custom folder
in tf2s launch options, put "-autoconfig" (make sure you take this out when you finish)
start tf2
The game should now be set to all default settings. Come back and let me know how it goes for you.

Delete config.cfg. The game will make a new one with default settings after you run the game.
Clean up
NOTE: This will reset ALL settings. Make sure you back up your binds and other custom settings before you do this.
If you have already have a config, or want to remove mastercomfig, delete any configs you may have in tf/custom and delete the tf/cfg folder. Then verify your game files using Steam.
Next, if you have Steam Cloud Synchronization enabled, make all the files in STEAM_FOLDER/userdata/USER_ID/440/remote/cfg blank. Do not delete them, or else Steam Cloud will redownload them. Alternatively, you can disable Steam Cloud.
Finally, launch TF2 with only the -novid -default -autoconfig +host_writeconfig +mat_savechanges +quit launch options. The game will launch and exit. Afterwards, remove these launch options.
if it shows lvl 1 then the servers in your location may be down.
