I think it's like 0.0004%. It's that rarity that makes it rewarding.
The only way you could have Golden Pans at 100 keys is if 12000 of the 20000 player base owns at least one.
Don't forget: some owners intentionally delete their Golden Pans for various reasons, which still help increase the value of pans quite a bit.
