Refer to this guide for instructions:
https://steamcommunity.com/sharedfiles/filedetails/?id=1086279994 Though if you want to play a specific version of Team Fortress 2 that's not "popular" or such, and that happens to be from before the WAR! update (which was released the 17th December 2009), you probably won't have that much to do, as there won't be many/any other players playing that version, and TFBots didn't exist at all before the WAR! update. (And the Pyro update was released the 19th June 2008, so if you want to play Team Fortress 2 from before then, you won't be able to play with TFBots.)

Yes

Then just look up when the Jungle Inferno update was released, follow the guide I linked to, and use a manifest from before the Jungle Inferno update's release. You should be able to play with TFBots if you don't use a manifest from before the WAR! update, so you should be able to play with TFBots if you just use the latest manifest from before the Jungle Inferno update. Again, you may be able to find other players and servers of the same version of Team Fortress 2, but don't count on it.

How do you go back to the newest version after that?

If you overwrote your Team Fortress 2 installation on Steam with an older version, simply right-click Team Fortress 2 in your Steam library, choose "Properties" > "Local Files" > "Verify Integrity of Game Files...", wait for it to finish (which is when it says how many files will be reacquired, not when it says 100%), and allow Steam to re-download any files that it wants to for Team Fortress 2. That should fix it all up to the latest version for you.

Also, note that, as far as I'm aware, you don't have to replace Steam installations of games to play earlier versions doing this process; I believe that you can just have the older version in a separate folder, then manually launch the game through File Explorer or such, while keeping the in-Steam installation of it up-to-date.

Anywhere on your computer's storage at all, really. You could put it at -/steamapps/common/Team Fortress 2 Old/, or in a folder that you use for non-Steam games, or wherever else you want.

"440" is Team Fortress 2, not any specific version of it. In any case, the guide in the following comment should explain everything that you'll need to know to download an older version of any given thing on Steam (as long as you actually own it, probably; don't worry, you own Team Fortress 2):

If what you want is to play the earliest still-working version of Team Fortress 2, I think that you should go here instead: https://www.reddit.com/r/tf2/comments/2pzehm/come_play_tf2_1009_from_2007_with_us/

Again, refer to comment #2 of this thread. I'm not going to quote all of it again like I did in my previous comment on this thread, but just scroll up to the second comment of this thread.
