Source is a free to use engine, there actually is no reason you couldn't develop something besides not knowing how

but just started steam not to long ago i did not know that i could develop things, and + i also dont know how to, so your actully right. wait is source like valve? im new here

Valve is the company who developed Source, and made games like TF2 which run on Source

source is the engine literally every valve game runs on as well as some non valve titles

An olive green wouldn’t look bad. If yellow were replaced a dark purple, which is actually the opposite color to green, then it wouldn’t look too bad.

Doubt it.

Besides, that gamemode already runs better on TFC better, anyways. Although most of the maps that support said gamemode are on Half Life maps.

PLEASE NOTE:

It's difficult to find even a game on TFC that isn't 2Fort, let alone any other gamemode.

So your chances of finding a server that hosts four teams will be low.
