Can I use a Strange Count Transfer Tool on cosmetics?

if you had two of the same hat probably, but then why would you aside from paint or somethin
doubt it works for different base items, not like you can transfer rocket launcher kills to bb

Yes you can, but only between two of the same cosmetic items.
