Low quality textures on TF2

Alright so when I started TF2 the graphics seemed really bad. I tried setting every setting to high but it still did nothing. This also happens in Gmod and the game looks insanely bad, the textures used to be in good quality but now they are absolutely terrible. Does anybody have a fix for this? I will show you some screenshots of what is happening.

if it's happening in multiple games, it sounds like your graphics card settings are set to force low quality textures
look around your graphics card control panel for something like texture quality or lod/mipmap bias

mat_picmip [#]

[#] = number for example -10
Try 0 - -10 and see what works the best.

Do tell us what GPU you have though.

-Validate files for TF2?
-Validate files for Gmod?
-Redownload Steam?

None of these are neccessary past restarting.

My GPU is an AMD Radeon HD 8400 / R3 series
