Festive sapper doesn't make sound while sapping

is it true? i heard it but i need someone to confirm this because i dont have festive sapper i may buy one if it is true.

i mean either one being an item that doesnt make sound is pretty OP, the less ♥♥♥♥ that can attract peoples attention to the spy the better
