Where are the spies in offline training?

where are they? played a lot of expert training and never saw a single spy

i had about 300 hours in offline training and it seems to be the same or almost the same teams everytime

like on king of the hill, one sniper, one-two soldiers, zero-one demoman, one heavy, one-two engineers, one medic

never seen a spy show up

Actually i think it's the bot number messing with the spies, i always played default with 12 bots, spies never spawned but i set it to 24 this time and there's now at least one spy on each team

i guess spy is just a class that's least prioritized

Spies only show up in normal bots or above I'm pretty sure just double check the difficulty. Also there should always be a medic as medic engie, heavy always spawn first out of the bots
