Intel CPUs have the best single thread performance, though AMD's Ryzen would probably fine as well.
Graphics card is not that important for TF2. You could probably even get away with integrated graphics.
The absolute cheapest you could go for is a Ryzen 3 2200G. This CPU is actually an APU, and it actually contains a great integrated GPU (well, good for as far as iGPUs go). It can even run modern games fairly compentently. This should allow you to play TF2 at 60 FPS, though I imagine if you wanted to play at higher refresh rates like 144hz this APU wouldn't cut it.
I can't do it now, but eventually.
And I consider 40 fps great, 80 is terrific.

You want a new monitor with that set up as well? With that money, you can think of running the game at 144fps with a 144hz monitor.

This is actually overkill for TF2, and it should play modern AAA games very comfortably (I am talking medium settings or better at at least 60 FPS or higher, for the most part).
For TF2, this should run the game at a locked 144 fps, with only occasional dips below that (and a performance config would probably eliminate that).
I appreciate all these suggestions, I will certainly keep them in mind.
