You have to make an item

By being useful to the community. Make maps. Make items. Help with bugfixes.

(You have 2 Option on the Team fortress 2 Community)
1.Join the Community
2.Don't bother with the Community

To get a community item

Step 1. Don't be rude or insult
Step 2. Make a item by using SFM or Blender
Step 3. Submit it from Workshop and write a description, and get a star rating
Step 4. Wait for Valve accept it

Congrats! You've got a community item!

Alternatively, become a Community Moderator (which is HIGHLY unlikely) by being active on the discussions and reporting bad posts. You will only be given Community weapons of your choice, though. For instance, ianskate's Rocket Launcher:

Good luck with being active + not getting slapped with some ♥♥♥♥♥♥♥♥ from some anal, neurotic drive-by mod who isn't even dedicated to the TF2 community.

Because that is a disqualification right there.

Basically, OP. If you're looking for a community sparkle item and are just looking for some 'activity' to do to get a valuable item you probably don't have either the dedication nor the skillset to do so.

The real question is

How do I get the Wiki Cap?

Stealing the TF2 wiki source code and putting it on a reliable server.

1. You can get a Self-Made item by making an item for TF2.
2. You help contribute to TF2 in another way that isn't item making but helps TF2 a lot. Examples are B|O|D as moderator, Geel with Scrap.tf, and Neodement for making kill icons.
3. You save up 300 keys and buy a Vintage Community Lugermorph.

I mean, probably.

Maybe.

No. Just the front-end code.

But if you go to the IRC chat and ask the wiki people they might be receptive if you have a host that can actually deal with the traffic the TF2 Wiki incurs.
