That's pretty much every Payload map dude. Hoodoo and Goldrush are way worse than this map.
Hightower is pretty good if you actually find a server willing to cap the objective. It's just that 99.9% of the time the server will be willing to kick the objective instead.
Gold Rush was the first Payload map, so of course it's not perfect
That's more merit than Dustbowl has.
EDIT:
I remember two things that suck about the first phase. First there's the chokepoint where you go from the first large space to the second (don't really know how to describe it better); next to no space, so it's easy to spam explosives from the defending side and do good damage to anyone pushing. Second, the space you get into afterwards is pretty wide open, giving Snipers ample opportunities to ♥♥♥♥ ♥♥♥♥ up uncontested (not what OP was complaining about, but still relevant when it comes to general bad reception).
There are also two chokepoints after the second stage's halfway point. There are some corridors that the cart has to advance through followed by a gate that can very well be hiding a bunch of stickybombs, and there's an area where the cart has to go between two buildings connected by a bridge.
