I changed my config to comanglia's stability config & the majority of my stuttering problems have been gone the past day now

HD or SSD run userbenchmark to see if there is a hardware problems re post the test URL

UserBenchmark will test your PC and compare the results to other users with the same components. You can quickly size up your PC, identify hardware problems

Fix this, this one is a big fps killer on tf2 and your HD is not for gaming, it is a 5400RPM, you need a wd black 7200 RPM best is SSD watch this Video on tf2 then you will understand the HDD bottleneck.

TF2 has come a long way since its release. With the introduction of weapons, hats, particles, and sounds; the game has become harder to run over time. This is the story of config authors and how they've helped players over time.

Causes of poor CPU status

Overheating: For PCs check that the CPU fan is spinning and the cooler is firmly attached to the CPU. For laptops, remove dust near air vents.
Reduced battery power can put CPUs into a lowered performance state.
Windows power management settings can limit the maximum processor state to less than 100%.
Motherboard safe mode switches can limit the maximum clock.
Running stock clocks on an unlocked (K, Black) CPU - many users will have overclocked.
High background CPU utilization - identify and terminate any offending applications. (Open Task Manager's details tab, sort by CPU, close/kill processes using high CPU)

Sub-optimal background CPU (19%). High background CPU reduces benchmark accuracy. Find active processes with Windows task manager (CTRL+SHIFT+ESC).

i dont know but as long my knowledge reaches tf2 uses cpu instead of graphic cards
just go on cfg.tf & pick client, then select comanglia stability or max fps for high quality pcs.
if that doesn't work, try out the other configs (excluding comanglia cinema & toaster) or change your dxlevel to 98, 91, or 81. see which one helps you out the best (i think im using 91 at the moment).

Where did you download the "comanglia's stability config" from? I tried google, but I am being shown empty links and or files that aren't related to this listed.

I'd like to try this out on a gaming pc that has major stuttering in TF2. Despite the hardware being completely overkill for it. i9-9900k / RTX 2080Ti / 1TB SSD / Ubuntu 18.04.01LTS & Windows 10 Pro. [ Dual Boot OS ] Both give me stutters in TF2.

Thank you, managed to figure it out. :D It didn't help but I believe the issues is caused by Steam itself, possibly triggering randomly with stutters while playing TF2. Maybe related to my router / internet provider. Will look and see if I can resolve with them.

Wired connection
Several powerful pcs
No other issues with any other games.

Just appears to be Steam itself, ( not responding ) which occurs ALWAYS while playing TF2. Which can cause me 10+ second pauses with audio-looping and the like. Played flawlessly since 2007 till 2017 when this all begun.

Just still at it.

Hopefully, the ISP or router is to blame. Can hopefully resolve through them if so.
It might be or its just the game itself being outdated & the devs just not really updating/optimizing the game that much.
