I tried that, and all that happened was this:
Steam told me the game was running, then after a few seconds, it went back to the normal blue online status.
Also, I'm too lazy to do a fresh install of Windows, so I'm pretty much screwed unless I find out what's causing the issue. I think it has to do with runasadmin.vdf.
I think I found the fix after days of searching. I deleted installscript.vdf and I think that will do the trick.
another thought is they added the pass word with some sort of software they downlaoded that could add things like that to programs and files, i cant name one off the top of my head but maybe it is a good idea to go looking for and deleteing programs that you are sure you dont want. this is unlikley or maybe youve already tought of this but its worth a shot ven though it does sound like its to do with windows itself.
Edit: I've been having the same problem with terraria, whenever I delete installscrip.vdf it just reappears, is there a fix to this as well?
there are ways, try finding the files that it needs to download/change and fix them separately. since its the user doing this, and not an untrusted program doing it, sometimes it will let you do it (to an extent).
for example, i wanted to get a game called satisfactory working. it would download fine, but then it would want to update (its an early access game, so updates are frequent). this game, however, uses direct x graphics (not sure which one lol). this means that it wasn't already installed on my computer, so steam would try and install it for me, and then it obviously wouldn't work
i fixed it by installing the files it needed before it tried to update, so that steam would recognize that i already had the files, and didn't need to install them. i went into the directory (the steam>steamapps>common>[game directory name]) and found the executable. after trying to launch that, it told me that it was missing a few files ("ERROR: missing xxxxxx.dll" etc. etc.). all i did was search up the names of these .dll files and installed them, then dragged them all into the same directory as the executable. and it worked, although you had to open up the executable, and not the steam library version for it to work.
let me know if you get it working, i couldn't even find the executable in the game directory.
Do a search in C:/Program Files (x86)/Steam and you will find where "installscript.vbf"s are located, which are in various folders under C:\Program Files (x86)\Steam\steamapps\common\Steamworks Shared\_CommonRedist
I can't tell if the answer to the original question was solved, so I will say my bit here: I don't think there is a way to run the game without admin privileges (initially) since it requires DirectX 9, which does not come natively/is not normally downloaded on the computer, so you need admin privileges to download it (I know that, but I don't know if the game uses the admin privileges to do other things as well, which makes me, and certain other people, a bit nervous). You also probably wouldn't want to do a fresh install like Mordant Seer was saying since you would just have to reinstall DirectX 9 again, which doesn't change your situation.
