Update not downloading

I've been sat here for about 2 hours trying to get this 10 minute update downloaded, but the download keeps cutting out and stopping itself and i have no idea why. I' just stuck on 95% now and it isnt downloading at all, it's not using up any network and it keeps saying i've lost connection despite my internet being fine. I've tried clearing the download cache, i've tried restarting my routr god knows how many times now. Anyone have any ideas?

Uninstall tf2 and download tf2 again

That's really not gonna be worth it. It'd end up taking 2 or 3 solid days with my internet.

change the file server in steam

Delete the download cache, it will restart the next time you run Steam.

Settings - Download tab - Delete download cache.
If a malformed packet stops the download progress, restarting it fixes stuck downloads.
