You can try your luck at the Halloween contracts: there are a select few cosmetic rewards from the contracts and transmutes that aren't actually Halloween restricted and are more or less a normal cosmetic.

For absolute free, achievement cosmetics are really the only way to go. However, if you want stuff for cheap, I'd recommend buying a single Mann Co. key from the store for $2.50. This will also automatically upgrade your account to Premium (if it isn't already) and you'll be able to (rarely) receive cosmetics through random drops!
Next step: go to the website backpack.tf (trust me, it's safe) and list your key for sale for whatever the current value is in Refined Metal. I won't go into too much detail about how to do this, just make sure your account it set up correctly with your Trade Offer URL set up and you have a Steam Mobile Authenticator linked to your account.
When somebody sends you an offer, accept it and you'll have some Metal to spend on tons of cosmetics, which you will also buy on backpack.tf.

I know this process technically isn't free, but it's WAAAAAAY cheaper than buying cosmetics directly from the Mann Co. store. Enjoy!
