It's a halloween hat, if you are very desperate you could go on those engi achievement servers and get those 3 free halloween hats, but note that it's a very slim chance.

Contract reward for halloween or gargoyle trade ups, mayyyybe as additional drop when uncrating during halloween but not sure about this.

Only guaranteed way to get it at any time of the year is to buy it on backpack.tf but its expensive
