You can restore it and apply another Spec KS kit onto it.
Or you can try to sell it off. The right buyer might pay something for it, but I have no idea about this sort of thing and I'd expect it to be worthless tbh. Finding a buyer willing to pay for that item is likely not worth the time. It's a curiosity because of the name, but I expect people won't care.
Also it's probably your dx settings that are preventing the sheen or most likely because specialized Killstreak are barely visible.

No, it's glitched. You can see the item in his backpack, it's name is the just like a standard spec kit item, but it has no sheen assigned to it. Only killstreaks.
i put -dxlevel 90 and no sheen showed up also it was quite bad quality in terms of graphics
also tried -dxlevel 91 same thing
