You could try face it or tf2center if you want to play competitive until Valve makes their system functional.
But good news: Valve is looking to fix it all in the next update apparently
Tips for fast que- queing with 2-3 players is the fastest, and solo que is a close third place. Que with people that have a low rank of 2-5, they get matches the fastest. Too many high level players will result in really long wait times, avoid. Que time depends on many factors, so you can wait 15 minutes one time and only 1 minute the next game.
I highly recommend shift-tabbing and watching some stuff while waiting, keeping a sliver of screen to see if you are getting a match.
Just be patient jeez, things don't happen instantly.
