Years ago, depending on how long ago you're talking about, the KGB was perhaps used often because it was the only heavy melee unlock to exist. Once the GRU was added, there wasn't any reason to use the KGB when playing seriously, since even assuming that the heavy was using the Shotgun seriously in the first place, you have to get a melee kill in order to gain crits, which would be quite rare to obtain when fighting against enemies who aren't terrible due to reasons that should be obvious.
If the map is full of enclosed spaces, the KGB would likely be more useful than it would usually be, but I can't see how the game mode would actually affect anything. Still, it pales in comparison to the more useful melees that the heavy has.
GRU's ok for certain maps that are somewhat small but open enough to manuever (For example, Barnblitz).
Eviction Notice is best on tight maps like 2Fort or if used indoors.
