1) Enable in-game console
In the main menu (or in-game menu, just press Esc) , click on the gear icon at the bottom of the screen to open the Options menu.
Go to the Keyboard tab and click Advanced...
In the pop-up menu, tick the box beside the Enable Developer Console and click OK.
2) Write to console:
tf_bot_add 1 red scout
It will spawn a red scout and then other bots should start auto-spawning normally. Just kill about 6 of them and tutorial will be done

anyways why would one even waste their time onto practice mode that is completly irrelevant to how you should actually play?
