Team Fortress 2

Screen display bug, need help.
This started a couple weeks ago, completely out of the blue - I tried playing some FF2. When I survive a round, TF2 goes blurry until I die or the round ends while I'm dead (it's more of a weird water effect being applied to the screen, or some kind of smoke, since it's animated). Suiciding through console doesn't work. Now I've experienced this with the Stop that Tank! gamemode, and I have no idea what could be causing it. Any ideas? I couldn't find anything online, and I've tried doing a complete TF2 reinstall.
The overlay and hud aren't affected, btw. Here's some examples.

You can stop bumping it so often. An hour bump does the trick just as good

Let's see how long it takes before someone actually gives a serious answer. I predict at least 6 bumps, although I feel that might be too forgiving for this forum.
Bump 1.

Currently, only thing I can think of are your water settings.

These are commands I play with. I don't have any problems and bit more fps.

Before changing the values, write them in console and see their current ones then write them in a txt file (in case it won't change anything or break things)

r_cheapwaterstart 400
r_cheapwaterend 1000
r_waterforceexpensive 0
r_WaterDrawReflection 0
r_waterforcereflectentities 0
r_WaterDrawRefraction 1
r_ForceWaterLeaf 1
didn't work, i really don't know what else i can do
the main thing that bothers me is that vsh works perfectly fine, but ff2 doesn't

Was originally on 90, 98 doesn't work and I doubt 81/80 will either.
