Demomen are probably of the best though for most situations... More so when they know how to capitalize on the uber...
1. Heavy
2. Soldier
3. Demoman
4. Pyro
5. Medic (If you are doing the uber chain with him)
6. Engineer (Best on battle engi)
7. Scout
8. Spy/Sniper (Why would you even uber these classes?)
I think the real answer is pay attention to who is leading your team and pop on them as long as they're a power class.

2. Soldier [Another generalist, like demo, but if there's a pyro around you're screwed]
3. Heavy [Really good with kritzkrieg, but only to surprise enemies]
4. Pyro
5. Scout (really? only if it's pop or drop)
6. All the other classes
[Below 2. is already non-effective classes since those lack the ability to kill quickly and destroy]
2.Demo - For pure damage, when enemies stay in groups and there is no airblasting pyro
3. Pyro - sth between heavy and demo when it comes to being resistant to enemy airblast
+ constant fire
- lower damage then 2 guys i mentioned before
Demoman is good for sentry nests too.
lotsa people dont expect the scout uber, he tanks sentry dmg while picking off the classes, teamates behind the uber destroy sentry instead.

Also it's worth noting you shouldn't pop uber on a Soldier when he is out of ammo in his clip. I've seen so many medics do this its baffling.
