do taunts still random drop? I know hats no longer randomly drop anymore

taunts do drop, but are extremely rare
i've only ever had one taunt drop, most people get no taunt drops

You must buy them. If you are in hurry, try in-game store (Mann Co. Store), but the prices may be shocking for you. The other option is community trading websites. Their currency system is keys and refined metals. So just buy some keys and then go to community markets like backpack.tf, scrap.tf, stntrading.eu, trade.tf, and the others.

For example, if you want to buy Conga. Check these links:
