What to do if you got stuck in the Chat.

It happened quite a few times , it's annoying because Esc Or Pressing Enter can't help it .
Is there anything i can do except restart the game?

i couldn't find a fix for it either, all you can do is force close the game

Nope. Nothing. Nada. Only option is to quit the game, console doesn't work, pressing the map info button breaks it even more, the Esc key doesn't work, Contrackor breaks it even more, one of the F1-12 keys on the keyboard makes your screen dark and makes your chat dissapear which is even worse, switching weapons doesn't work, typing anything into the chat doesn't work.

Holding your scoreboard button for the rest of the round works though

it's been 3 year, they fixed the teleporter glitch but not this?

You fix it you just need to press i it shows you the map infomation and then when you press it click close i was stuck in chat and then i pressed i and closed chat that fixed it

How in the name of god does this glitch still exist after like 7 years: this is a major flaw in the game and yet instead of a bugfix or even just noticing that people are complaining about it, Valve decide that hats are more important. Hats they don't even make. Valve make nothing in TF2 anymore.
