It's a console command which enables mouse functionality on the scoreboard. Right clicking on a player on the scoreboard will give you the option to mute them, add them as a friend or send them a trade request. It's very handy. It also adds scrollbars to the player lists, so that if you are using a 6v6 scoreboard mode or something, you'll be able to see everyone on a 32 player server and profile.
EDIT: tf_scoreboard_mouse_mode 2 only enables the mouse pointer when you press either Mouse1 or Mouse
add to code to your autoexec.cfg I use tf_scoreboard_mouse_mode 1 you can try mode 2
tf_scoreboard_mouse_mode 2 turns it on if you click while looking at the scoreboard.
tf_scoreboard_mouse_mode 1 turns it on,
tf_scoreboard_mouse_mode 0 turns it off,
