It reloads all shots at once, plus the effective range is increased a lot.
And it gives a bonus synergy with mad milk, unless they removed that. I cannot recall.
EDIT: Apparently it doesn't use pistol ammo anymore which is probably better, but it also doesn't yield anymore healing.
Stock is always the BEST choice for any Loadout slot however, with the exception of maybe the Third Degree which is just a direct upgrade.
The Force of Nature is great for tackling low health pool classes; and allows you to push enemies around, as well as grants you a third jump. But you'll struggle against Sentries, Other Scouts, and Heavies; due to only having 2 shots, and the long reload animation. Force of Nature is ideal for point blank, but it suffers at mid range/long range.
The Shortstop is the polar opposite, being great at Mid Range, and less effective at close range. The shove is on it so you can push enemies into that sweet spot. The Shortstop NO LONGER delves ammo from your pistol reserve, so feel free to use it along with a pistol for long range stopping power if you'd like. But, the Shortstop is the lightest of all Scout's weapons, and also barely has any knockback unless you shove someone into the air first.
The Soda Popper has a faster reload speed and faster firing rate, and grants you multi jumps after dealing a lot of damage; however it's considered a crutch amongst players as the faster reload/firing rate actually gives it a higher dps overall then the stock; and because it does the same damage it allows a player more freedom to make mistakes. Adding to it; the ability to shut down enemy Soldiers and lots of people don't like this weapon much.
THe Baby Face's Blaster allows the Scout to run faster, but since the amount of damage needed isn't comparable to the amount needed to lose it; it's pretty much useless. You need to deal 125 damage to fill the Blaster, but you only need to take 25 to lose it all, making you 10% slower then a normal Scout; and since 25 damage equates to two bullets from a pistol; this weapon basically requires you to do 4x the damage you take in order to break even. All it offers is a speed boost; which on Scout is redundant anyway; and it has the same damage as stock with less shots. Not worth it.
The Backscatter offers a mini-crit boost for shooting people in the back; at the cost of a 40% accuracy reduction. It encourages Scout's flank (which is good) but discourages head to head combat (which is bad). Scout's need to learn to both flank and be able to take enemies head on; so having a gun that actively discourages one of the two steps is not a good weapon. It's training wheels for Scout's Scattergun, and not even good training wheels. While it allows you to one shot 125 hp classes; it still can't clip a Medic; making it pointless since a good Scout can just fire one scattergun shot and clean up a 125 hp class with a pistol.
Actually; The Shortstop no longer delves from the Pistol ammo pool. You can use it alongside pistols now. And it no longer synergizes with the Mad Milk.
Well crap. I still think it's a good substitute because of the increased range, since that was the purpose of the pistol anyway, but that does open up your options a bit at least.
Suppose the healing is intended for teammates anyway so it's probably not a big deal.
Yes, I am aware of that now. But it still heals teammates as it always has which was always the bigger purpose of mad milk anyway. It can still be useful for medium range IF you replace the pistol, like a substitute.
While in pubs it's ideal; in Comp it's useless since Scout has 2 roles in Comp; Either a Roamer (Chase down and kill the Medic) or cleanup duty (Support the Medic/Demo/Pocket Soldier and clean up anybody wounded). The Shortstop simply doesn't have the stopping power for either role.

Nope. This is accurate.
Force a Nature is great for trolling. You get 2-shot kills and launch people really far. It's a salt miner's tool, but it lacks sustained damage, so.... Also you can sometimes outplay people by using a piece of cover to reload behind and popping out to shoot. This works pretty well on enemy scouts since you'll typically win sudden encounters around corners with it.
Babyface's blaster has been nerfed. It's too risky. You'll be The Flash when nobody is paying attention, but as soon as you take some graze damage, you're a sitting duck. It gets far worse the more skilled the enemy is.
The backscatter is bad. Don't use it. You'll also give enemy spies an achievement every time you're backstabbed while wearing it. Don't be that guy.
