Which Operating System is required to play tf2 on a diffrent pc
As in Which Map it is required to get 1080 on a weak laptop

Tf2 works on modern versions of Linux, OSX and Windows.

Which map...?

Windows is the best OS for TF2, but unless the map is Suijin/Snowycoast none of the maps differ that much.

Also specs are hugely important in deciding your PC's capabilities.

so my specs are as follows

Processor Intel(R) Core(TM) i7-4710MQ CPU @ 2.50GHz

Video Card NVIDIA GeForce 840M

Video Card #2 Intel(R) HD Graphics 4600

RAM 16 GB

Operating System Microsoft Windows 10 (build 10586), 64-bit

it originally ran windows 8.1 but due to drm problems with starforce it was upgraded to windows 10

Your specs should be enough to play TF2.

When you upgraded to W10 you did uninstall all the original W8.1 drivers and install the W10 ones, right?

Install DDU (If you search up "DDU" in Google the Wagnardsoft link is where you get it from)

Boot W10 into safe mode

Run DDU and uninstall all GPU (and maybe CPU) drivers

Go to Nvidia, Intel, and your laptop manufacturer's websites and install the W10 drivers for each specific component.
