oh please, i'm not that one guy who complain about the change and have named it "ol' reliable"
better on soldier than pyro because you're typically at close range when using the shotty vs pyro using his secondary to pepper people at midrange
it's not bad at all, but the shotty is more generalized

it shoots more pellets than the shotgun, but each pellet does less damage, meaning you need to be closer to make more of them hit to get full damage
the pellet spread is always the same, but it gets wider each time you shoot, making it harder to land most of the pellets until you wait a bit for the accuracy to reset, similar to the revolvers
Engie has better options, and Heavy is better off using a Lunchbox item anyway
First, the damage. I did the math then did tests to confirm. The Shotgun maxes at 90 damage, while the Panic Attack maxes at 94 damage. They are virtually the same in max damage there so there's no benefit in this area to using Panic Attack over Stock. In fact the average damage for the Panic Attack is a lot lower, more on that below.
Second, the spread. Even the initial spread of the Panic Attack is too poor to be used at anything but point blank range.

I had enabled fixed spread pattern for consistency but it was doing anywhere between 38 and 60 damage anyways without it.

The faded 26 is the very first shot. Already only half the shots of the stock shotgun are hitting from medium range. The second and third shot lead to barely doing any damage at all, while the Stock would be doing 40-60 from the same range.
I could screenshot at half this range but you'd find the results are still basically the same, still weighed heavily in the Stock's favor.
Switching constantly negates the upside of having a faster switch speed. It's both faster and more reliable to just switch to the stock shotgun a single time then unload on enemies if you're planning on multiple shots.
TLDR: If the enemy is within point blank range, and only needs one shot to kill, and you can't use your primary without taking damage, then the Panic Attack is better than the Stock. Outside of that very niche situation it's not.
If you're worried about having a weapon to draw quickly just go with the Reserve Shooter instead. It's not completely gimped.
