They are nontheless extremely rare, actually. I've only gotten one to drop naturally during the week I've played at least 5 hours every day to do contracts. You can buy the crates from the contracker though for blood money, which is actually beneficial because they sell for half a euro at least which has let me profit from the pass.

We can conclude that natural drops, as the OP is asking about, is in fact, very rare, more rare than what crates usually drop at, in terms of rates, and thus, they are still, regardless of the length this update has gone on for, kind of still worth something on the market.

More as to why, you might need to buy the pass in order to be elligible to get these new crates, because that has been the business structure of every compaign released by valve on CS:GO to date, anyway.
