Yes, it is possible though rare, I have a stat clock minigun so I can imagine stat clocks being in other paints

This skin only drops on contract. Not unbox. So it's impossible to get one unless you manage to glitch it somehow.

So no. It's not possible to put a statclock on this skin unless valve allows statclocks to go above civ grade at any point.

As far as I know, the dragon killer skin can't be unboxed, which means it doesn't come with any special grades

Yes. That item is a unbox. Dragon killer is not.

Dragon killer is exclusive to a contract drop reward. And has it's own exclusive family so it's impossible to trade up for one So you can not unbox one and the reward is always just the skin without a counter on it. So unless you find a way to glitch one on. It is impossible to stat clock it.
