So I know how to do this in my audio editing program, but I'm not sure how to do it on other ones, and you may not have the same audio editing program that I have. In mine, which is wavepad by NCH software, you need to export the file as an audio file, and then it will bring up a dialogue box which will allow you to change the frequency and "16 bit and stereo." If, after trying this, it still doesn't work, there are some things to double check just in case, such as making sure the file is called "hitsound.wav" (no capital letters, no spelling erros, .wav format, etc.) And if it STILL doesn't work, the only other thing I can think that would be wrong is the directory. The directory I've always used that has worked for me is this:

ALSO another thing to note is that when you use a hitsound, it creates a file (I can't remember the extension,) that is I think in the sound folder? The one just before the ui folder. You'll need to delete that to refresh hitsounds and stuff.
TLDR; Make sure everything is correct, the audio file is .wav, and the audio file's frequency is 44100hz and 16 bit and stereo.

I could never find this when I searched for it so it was self experimentation for me.
Dude, I have been looking for a way to solve my problem for years, I just so happened to come across this, and is worked perfectly for me, thank you SO much for the information, I would have never known or thought to change the HZ.
44Khz, 16bit Stereo is "uncompressed" btw - in case anyone wants to use the phrase/term.
(getting real technical, it is 'very lightly compressed' (little endian), but if you look up WAV files and "uncompressed" what you'll get it 44KHz 16bit stereo files)
i have all the same files (tf, custom, my_custom_stuff, sound, ui, used HCH to change it to 44100hz and stero its in a wav file and it still wont work. anyone help please (yes i have defult hit sound turned on in tf2) and i have deleted the extra sound file
