Because you need to buy map stamps and play on those maps with the hat equipped.

And even then, the effect is so small and unnoticable that it's really not worth it if you only care about the effect.

But if you wanted to buy all of the stamps, it would be 50 dollars, its not worth it, but if you like helping these map creators, which is a very nice thing to do, im not stopping you!

I went that low because it was super hard to sell.
