The most OP options of a class shouldn't come into play when comparing classes.

But if the class does not use the unlockable, what is the point of having one in the first place?

If the unloackable is OP, or very unbalanced in general, it should be fixed eventually. Hence basing arguments around it defeats the purpose of doing a fair matchup of classes. Additionally, such a weapon gets banned in all competitive scenes.

Alright, then. In a fair fight with both classes using weapons deemed "usable" in competitive, the heavy wins.

Not necessarily. It's heavily dependent on many factors even when both are of identical skill-

At the highest level, the heavy can perfectly track and he wins if not taken by surprise. At high level, Scout's movement isn't unlikely to mess heavy's aim, and the matchup is even, and Scout can probably pick an opportunity to win at lower levels, it's again Heavy's win due to better health and damage, with low level scouts unable to correctly utilise their better mobility.

And all of that depends on more factors- range, terrain, intelligence.

Assuming both classes are at an identical skill level, an invite Heavy against an invite Scout would be very different compared to your average casual "pubstompers". Once both have perfected their aim, the heavy is almost sure to win as Scouts heavily rely on their movement to dodge shots from enemies and once that becomes redundant, the scout is nothing more than a mobile engineer.

EDIT: Terrain may be another variable that affects the outcome, but if the pair are provided a map that lets them use their abilities to their advantage, since both classes excel in close range, they are to fight each other in such range. Since the heavy' maximum dps is much higher than the scout's, the heavy wins.

Did you read what I wrote? You are repeating me except of the middle-skill level where Scout will actually have a slight edge.
