Conscientious objector
the color on this item wont stay with a decal tool what do i do the image is png 128x128 but wont work and i named it paper_overlay.png and have a layer before the image i want added can anyone help me i tried google and youtube bet all the tutorials dont work any help will be appreciated thanks .

Save the image in Computer > OS (C:) > Program Files (x86) > Steam > SteamApps > common > Team Fortress 2 > tf > custom > userstuff > scripts > items > custom_texture_blend_layers

Did you follow that step?
