Report a translation problem
Create a game by yourself via server. Spray on a wall. If you cannot see your spray the VTF, or valve textre file, of your image might not have been loaded properly into TF2 or the properties of you VTF have been corrputed or set wrong. Also your spray should be in
C:\Program Files, or (86x)\Steam\SteamApps\common\Team Fortress 2\tf\materials\temp
Your spray should show up there in the list of temp spray files. If you spray is not there then it may have not loaded properly.
And if that dosen't work open you picture with a paint software. Save as. Then select a different type of format to save as such as a .jpg or .png. Then import the new file into TF2.
And for an extra boot you can edit the properties of valves picture properties manualy with VTFEdit.
decal order is handled clientside, so it's probably just that the other person had the other spray loaded in front on their end
